Iran Blacklists 46 Ships On Hormuz ‘Non-Compliant’ List
Iranian maritime authorities have issued a blacklist of 46 commercial vessels, threatening seizure or financial penalties for future transits through the Strait of Hormuz.

The Persian Gulf Shipping Administration has officially designated 46 merchant ships as non-compliant for allegedly violating Iranian transit protocols in the Strait of Hormuz. According to gCaptain, the agency warned that these vessels, which include gas carriers and tankers, could face detention, fines, or confiscation if they return to the strategic waterway. The blacklist serves as a directive for global charterers and cargo owners to vet ships before scheduling voyages to regional ports.
Iran is also extending these penalties to third-party ships that interact with the blacklisted vessels through ship-to-ship transfers or transshipments. Under these new rules, any vessel assisting a designated ship may be added to the non-compliant list itself. While owners can petition for removal by providing explanations to the PGSA, the United States has already sanctioned the Iranian agency, accusing it of using these transit requirements as an extortion mechanism.
Industry analysts note that the list heavily features Greek-managed, Indian-linked, and UAE-affiliated tonnage. Martin Kelly, Head of Advisory at EOS Risk Group, observed that the Iranian designation "adds another layer of risk" for firms operating in the Gulf. Several ships on the list, including the Minoan Dignity and the Al Bahyah, were previously targeted by kinetic attacks during recent periods of maritime instability in the region.
