Borderlands Mexico: Nuevo León governor pitches border boom as Texas-Mexico freight surges
Nuevo León Governor Samuel García outlines a multibillion-dollar infrastructure strategy to enhance freight capacity and security along the Texas-Mexico trade corridor.

According to a report by FreightWaves, Nuevo León Governor Samuel García is promoting a series of infrastructure and security projects designed to solidify the Mexican state’s position as a primary trade hub for the United States. During the North American Development Bank Summit in San Antonio, García detailed plans to strengthen economic links between Monterrey and major Texas cities, including Houston, Dallas, and San Antonio, by capitalizing on the current nearshoring trend.
The governor highlighted a significant increase in commercial activity at the Colombia-Solidarity International Bridge, where daily freight movements rose from 800 in 2022 to more than 10,000. To support this growth, the state is proposing $17 billion in investments, which include the Green Corridors project and a new freight crossing. García noted that Nuevo León currently manages approximately 14% of Mexico’s total import and export volume.
Security remains a focal point for attracting international logistics firms and manufacturers. The state has expanded its law enforcement capabilities by establishing an aviation division with 10 helicopters and a specialized heavy-duty truck unit. These resources are deployed to patrol major highways and border crossings, ensuring that cargo moving from the industrial centers around Monterrey can reach the Texas border safely without leaving the state.
Beyond transportation, regional development continues with the North American Development Bank announcing $164 million for water conservation projects in the Rio Grande Valley. Additionally, in Southern California, the first phase of the Otay Business Park has been completed. This 119-acre campus near the San Diego border adds over 612,000 square feet of warehouse and distribution space to support transborder e-commerce and third-party logistics providers.
