Alkagesta Expands Sustainable Biodiesel Operations Into Romania
The Malta-based energy group is integrating Romanian infrastructure into its regional network to facilitate trade in certified renewable fuels and support European climate goals.

Alkagesta, an international energy firm headquartered in Malta, has announced the expansion of its Romanian operations to include the trade of sustainable biodiesel. According to HotNews.ro, the company has already completed pilot sales of EN 14214 certified biodiesel (FAME 01) in full compliance with local and European Union regulations. This strategic move aims to position Romania as a central hub for renewable energy within Eastern Europe, linking Mediterranean and Central Asian suppliers with European end markets.
The expansion comes as Romania seeks to meet ambitious environmental targets. According to HotNews.ro, the nation reached a 24.3% renewable energy share in final consumption in 2024, with a goal of 32% by 2030. Despite this progress, the transport sector remains heavily reliant on imported diesel and accounts for nearly 24% of the country's carbon dioxide emissions. The introduction of certified biofuels is intended to bridge this infrastructure gap while enhancing domestic energy security.
Logistics and geography serve as primary advantages for this expansion. Romania offers access to the Black Sea and the Danube corridor, supported by over 1.5 billion euros in EU decarbonization funds. Alkagesta intends to utilize its global network, which includes 700,000 cubic meters of storage capacity, to optimize flows between the port of Constanta and inland European buyers. This vertical integration is designed to reduce supply chain costs and mitigate geopolitical risks associated with traditional petroleum derivatives.
Operating under the International Sustainability and Carbon Certification (ISCC EU) system, the company emphasizes transparency and traceability. In 2024, the group vetted 285 vessels and 131 counterparties to ensure compliance with the RED III directive. Orkhan Rustamov, CEO of Alkagesta, stated that by entering this market, the company intends "not only to provide a cleaner fuel, but also to strengthen Romania's role in Europe's energy transition" through standardized ESG frameworks.
The entry of an established international trader may help professionalize Romania's fragmented biofuels market, which currently features only a few certified local producers. By implementing bank-level compliance tools and digital monitoring, the company provides a blueprint for carbon accounting and regulatory alignment. As the European Union moves toward mandatory sustainability reporting, these established governance models are expected to help Eastern European energy sectors integrate more effectively into the low-carbon global economy.
